A note on the technology
Extract is a web-based service that council staff will access through a web browser. It does’t need to be installed on any machines or require integration with any of your other systems.
Council staff will be given password-restricted access during research sessions, under lab conditions. Council staff will upload planning documents – currently limited to Article 4 directions, conservation areas, and tree preservation orders – and Extract will use these to create standardised datasets.
Council staff have the option to refine, download or reject the output.
We’re thinking about how this might impact policies at local planning authorities and would value your input on that. We’re also thinking about traceability and explainability for audit purposes, as part of our ethics work.
As Extract does not assist, supplement or automate a decision-making process with public effect, it is exempt from the algorithmic transparency record. We’re working with the Algorithmic Transparency team to add a record for Extract regardless.
