Know when additional information was requested

Partially satisfied

As a user of the planning system, I need to know when further information was requested so that I can see what triggered delays and what is outstanding.

Justification

Justification just-0039

The `additional-information-requested` value lets the planning permission timeline record when the authority asked for further information. Without this value, the decision-stage specification would not have a standard way to show a process event that may explain a delay or outstanding action. Recording the request event with `event-date` and `planning-application` lets users place information requests in sequence with validation, consultation, decision-making and later information being supplied. This only partially satisfies the need because it records when further information was requested, but does not identify what information was requested, who requested it or whether the request remained outstanding.
