Justification

Justification just-0040

The `additional-information-requested` and `additional-information-received` values cover both ends of an information request. Without both values, the decision-stage specification would not have a standard way to measure how long it took for requested information to be supplied. Recording both events with `event-date` and `planning-application` lets service and policy users compare the request with the response and assess whether information requests are contributing to delays in the planning process.
