Recording the call-in event with event-date and planning-application lets users compare the call-in point with committee, consultation and decision dates so they can understand the change in route and timetable.

This fully satisfies the deliberately scoped baseline need. Distinguishing whether the direction was issued by the Mayor, Secretary of State or another body remains an open specification question that requires further evidence.
