Justification just-0046

The `withdrawn-date` field lets the planning application record show when an application was withdrawn. Withdrawal is also a core fact about the application: recording `withdrawn-date` signifies that the application was withdrawn and the date it ceased progressing towards determination. This lets planning service managers distinguish withdrawn applications from the active caseload and account for them consistently in outcome and workload reporting.
