Linking each condition applied to a decision to a referenced `planning-condition` record supports consistent identification and reuse of condition wording. This only partially satisfies the need because the model does not explicitly distinguish a standard or reusable clause from wording drafted for one decision. The condition text and reason design decision also records as unresolved whether `planning-condition` represents a reusable clause or the exact condition as imposed in a particular case.
