The `consultation-start` and `consultation-end` values let the planning permission timeline record when consultation with consultees opened and closed. Recording both events with `event-date` and `planning-application` lets users understand when consultation with consultees took place and compare that period with consultee contact, received responses and later decision-making. These events concern consultation with authorities or people acting as consultees. They are distinct from statutory publicity intended to invite public representations, which is represented by `publicity-start`.
