The `consultees-contacted` value lets the planning permission timeline record when contact with consultees occurred. Recording the consultee contact event with `event-date` and `planning-application` lets users place engagement with consultees in sequence with the consultation period and later decision-making. It only partially satisfies the need because it records when consultees were contacted but not which consultees were asked to advise on the application.
