Justification just-0049

The `address-text` field lets a site be identified using a familiar postal address or a description of unaddressed land, such as a plot near a junction or landmark. The `postcode` field supports a common route for searching by location and helps users find applications affecting a local area. UPRNs and USRNs help link the site to existing properties, premises and streets where those identifiers are known. Together, `address-text`, `postcode`, `uprns`, `usrns` and `name` support users who recognise places through addresses, postcodes, building names, street descriptions or other plain-language labels rather than through map geometry or system references alone.
