The `publicity-start` value lets the planning permission timeline record when statutory publicity for an application started under Article 15 of the Development Management Procedure Order. Recording the publicity start event with `event-date` and `planning-application` lets users distinguish statutory publicity from first publication on the planning register and from Article 18 consultee consultation. It only partially satisfies the need because it records the start of publicity, but not the publicity method, such as site notice, neighbour notice or newspaper notice.
