Record when an authority has resolved to grant

Satisfied

As a planning authority, I need to record when the determining authority has resolved to grant permission before the formal decision notice is issued so that the application status reflects that ordinary assessment has ended and finalisation is outstanding.

Justification

Justification just-0065

The `resolution-to-grant` value lets the planning permission timeline record when the determining authority resolved to grant permission before the formal decision notice was issued. Recording the resolution to grant with `event-date` and `planning-application` lets the planning authority record that the application has moved beyond ordinary assessment and lets applicants and public users see that it is awaiting legal agreement, call-in consideration or other finalisation. This event is not the final legal decision. The formal decision remains recorded through the decision notice.
