Record when an authority has resolved to refuse

As a planning authority, I need to record when the determining authority has resolved to refuse permission before the formal decision notice is issued so that the application status reflects the expected direction of the case while refusal reasons are finalised or another body considers whether to intervene.

The `resolution-to-refuse` value lets the planning permission timeline record when the determining authority resolved to refuse permission before the formal decision notice was issued. Recording the resolution to refuse with `event-date` and `planning-application` lets the planning authority record the expected direction of the case and lets applicants and public users see the interim status while refusal reasons are finalised or another body considers whether to intervene. This event is not the final legal decision. The formal decision remains recorded through the decision notice.
