Know when an authority has resolved to refuse

As a member of the public, applicant, agent or planning authority, I need to know when the determining authority has resolved to refuse permission before the formal decision notice is issued so that I can understand the expected direction of the case, even where refusal reasons are still being finalised or another body may still intervene.

Justification just-0066

The `resolution-to-refuse` value lets the planning permission timeline record when the determining authority resolved to refuse permission before the formal decision notice was issued. Recording the resolution to refuse with `event-date` and `planning-application` lets users see the expected direction of the case while refusal reasons are finalised or another body considers whether to intervene. This event is not the final legal decision. The formal decision remains recorded through the decision notice.
