Record document publication decisions

Justification

Justification just-0067

The `public-register-status` field lets a planning authority record whether an application document has been assessed as suitable for public availability, should be withheld, or has not yet been assessed. This partly meets the need because it records the publication decision needed to prevent sensitive or private material being made public by mistake. It does not yet record the reason for the decision, who made it, when it was made, or the relationship between a withheld original document and any redacted version that can be published.
