Know when an authority has resolved to grant

As a planning-system user, I need to know when the determining authority has resolved to grant permission before the formal decision notice is issued so that I can understand that the application is no longer in ordinary assessment and is awaiting legal agreement, call-in consideration or other finalisation.

Justification just-0065

The `resolution-to-grant` value lets the planning permission timeline record when the determining authority resolved to grant permission before the formal decision notice was issued. Recording the resolution to grant with `event-date` and `planning-application` lets the planning authority record that the application has moved beyond ordinary assessment and lets applicants and public users see that it is awaiting legal agreement, call-in consideration or other finalisation. This event is not the final legal decision. The formal decision remains recorded through the decision notice.
