The `received-date` field establishes when an application entered the authority's caseload. Validation timeline events show when it was treated as valid or invalid, while `withdrawn-date` and `decision-date` identify two ways in which it can cease to await a decision. Where complete historical records are available, these dates can be used to reconstruct a candidate set of applications awaiting a decision at a particular date. This partially supports operational workload monitoring in need-ps-001 and statistical reporting in need-ps-028. The needs are not fully satisfied because the agreed statistical definition of an application awaiting a decision has not yet been confirmed, including the treatment of invalid applications and other closed states. The specification also does not by itself ensure that records predating its adoption are available for a complete historical series.
