For `need-ps-005`, the `major` value identifies major development applications and `decision-notice.decision` records the outcome. Linking the decision notice back to the planning application lets users count the volume and outcomes of major development applications. This only partially satisfies the need because these fields do not identify which major development applications are for housing. Users cannot therefore isolate the volume and outcomes of major housing development.
