The `major` value lets users identify applications classified by the local planning authority as major development. Together with `application-types` and `decision-notice.decision`, this helps users segment decision outcomes for major development. These needs are only partially satisfied because major scale and decision outcome do not by themselves provide the full development-type, use, floorspace, housing, employment, industrial, warehousing, retail or service detail needed for those reporting and monitoring questions.
