The validation-completed value lets the timeline record when the authority completed its validation check. Together with received-date, it lets planning service managers measure how long validation took.

Keeping validation-completed separate from valid-from also exposes cases where the completed check differs from the date the application was treated as valid, supporting consistent service monitoring.
