Justification

Justification just-0038

The `valid-from` value lets the planning permission timeline record the date from which the authority treated an application as valid for statutory or process purposes. This lets planning-system users understand when it entered the formal planning process. The `validation-completed` value lets the timeline record when the authority completed its validation check. Together with `received-date`, it lets planning service managers measure how long validation took. Keeping `validation-completed` separate from `valid-from` also exposes cases where the completed check differs from the date the application was treated as valid, supporting consistent service monitoring.
